Summary of the House Committee Version of the Bill

HCS SB 1037 -- DRINKING WATER PRIMACY FEE

SPONSOR:  Mayer (Rector)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Utilities
by a vote of 14 to 0.

This substitute extends the expiration date for the federally
delegated authority to collect public drinking water primacy fees
to September 1, 2011.

FISCAL NOTE:  No impact on state funds in FY 2007, FY 2008, and
FY 2009.

PROPONENTS:  Supporters say that extending the fee collection is
necessary in order to implement federal clean water requirements.
Currently, the federal Environmental Protection Agency allows
Missouri's Department of Natural Resources to monitor and
implement clean water regulations, and this is a beneficial
arrangement.

Testifying for the bill were Senator Mayer; Department of Natural
Resources; and Missouri Association of Municipal Utilities.

OPPONENTS:  There was no opposition voiced to the committee.
